What is Reciprocal Registration ?

Reciprocal Registration (RR Registration) means what?

The Indian Nursing Council is a national regulatory body for nurses and nurse education in India. It is an autonomous body under the Government of IndiaMinistry of Health & Family Welfare, constituted by the Central Government.

There are many registered nursing councils in almost all states of India.  They are granted autonomous rights by either the Indian Nursing Council.  These Councils may make regulations not inconsistent with the Indian Nursing Council Act generally to carry out the provisions of this Act, and in particular and without prejudice to the generality of the foregoing powers.

Hence, one student who studied in one state, for example in Karnataka, has to register in Karnataka State Nursing Council first as KSNC is the Nurse's Parent Nursing Council.  After registration in the state, the nurse can practice in any hospital in Karnataka state. However, if the nurse wants to work in any other State, say in Kerala,  she has to register in Kerala and it is called RECIPROCAL REGISTRATION (RR Registration).  KNMC will directly obtain NOC from KSNC.  The Nurse has to surrender her KSNC Registration Certificate to Kerala Nursing Council when called personally for Verification of documents and issue KNMC Regn Certificate.  As per the present rules, a nurse can only have one Registration in any state, and multiple registrations in one or more states are not allowed.

Similarly, nurses studied in Kerala will apply for NOC in KNMC, and they will come to KSNC for RECIPROCAL REGISTRATION.

The most important point to be noted is, imagine a nurse who studied in Andhra Pradesh, registered in Andhra Pradesh Nursing Council already obtained a NOC from APNMC and registered in Kerala Nursing Council and surrendered her Andhra Registration certificate to KNMC.  Off late she decided to migrate to Karnataka. What she will do?   She has to obtain NOC from KNMC to KSNC. She will have to come to KSNC and apply for Reciprocal Registration.

    1. Sorry for the delayed reply. Do the followin:

      1. Apply for NOC at Kerala Nursing Council. Surrender your KNC Regn Certificate there. But keep a xerox copy of that Certificate. You need to submit that copy along with other certificates.

      2. KNC Tvm will issue NOC to KSNC, Bangalore directly, and they will forward a copy to your email. Take a print out. Please obtain BUNDLE NO. and SERIAL No. also from KNC Trivandrum, this information is necessary to trace your KSNC Registration Certificate in KSNC Banalore.

      3. Then open www.ksnc.karnataka.gov.in (KSNC Registration portal) and create your online account. If you have already an account then log-in and Pay KSNC Fees Rs 1000 online under title "Registration". Take Payment Receipt print out 3 copies.

      3. Take online Appointment and visit KSNC.

      Carry following.
Visit KSNC - Noc department, submit Payment Receipt, Kerala NOC copy, Give Bundle No. and Sl Number also (if you have it from KNC Tvm). If you dont have the Bundle number and Sl Number, then it will be difficult for the NOC Department to trace your Certificate. After getting your KSNC Regn Certificate, please renew it at the earliest in KSNC itself. You need to renew it (if expired) otherwise no hospital will give you employment.

    1. There was a time when nurses used to register with multiple state nursing councils. As per the INC rules, nurses can keep active only one registration in any states. If he or she wants to move to another state, obtain NOC and submit to other state nursing council and do registration there.

From your query it is not clear at present which registration is active ? It is not possible both registration can be active simultaneously. If you want a clear cut reply log-in and raise your query.

      1. Inform me where you studied nursing, and your first registration.
      2. Have you moved to other state after obtaining NOC or without NOC ?
      3. Do you have both Regn certificates with you ?
      4. If you have both at your hand, check on the reverse, whether other Nursing Council affixed their seal and noted RR-Regn Number and date.
After getting these details I will reply

  4. @ Asish Sahoo,

If you are a BSc Nursing graduate from Karnataka, then you need 40% marks to do registration in West Bengal Nursing Council. This rule is not applicable for GNM nurses, they need only 38%. I presume you pursued BSc Nursing from Karnataka. Actually you should have gone for evaluation at that time. Now it is late, you cant do anything. WBNMC wont allow you to do reciprocal registration there. However, you have one option left. So many nurses approached Courts there and obtained Verdict/orders in their favour and registered in WBNMC thereafter. So you have to contact a good Advocte who knows the Educational system in West Bengal and the government rules there.

Lastly, in case you get a chance to do Reciprocal Registration in WBNMC, you have to do following. Visit WBNMC office at Salt Lake, apply for RR Regn there and pay their fees. Then request them to obtain NOC directly from KSNC, Bangalore. WBNMC will do the rest. When they receive the NOC from KSNC, they will inform you, visit them with all original documents, and surrender KSNC Registration certificate there. WBNMC will issue their certificate to you after successful registration

    1. You can work in any states in India with a REGISTRATION from another states. However, when you move from one state to another, you have to obtain NOC from your state nursing council to other state nursing council (where you are migrating) and that NOC procedures are different from one state to another. Then you have to do reciprocal registration with the state nursing coucil where you are working today.

But what if the private hospitals in west bengal(Even NABH Accredited) don't ask for reciprocal license and hire you without any concerns ..I and many of my friends had worked for over 5 years there.. So does that mean all our work experience from west bengal becomes countless when we try for abraod?..Please enlighten me..Thanks

    1. You can only keep one NURSING COUNCIL REGISTRATION active at a time. When you are moving to another state and register there, you have to obtain NOC from your previous nursing council and submit the same to the new Nursing Council. You have to surrender your previous Registration certificate and obtain the new registration certificate from the present nursing council.

    1. Of course, KSNC and INC had a fight earlier in the High Court of Karnataka and KSNC won it. However, INC started unrecognizing the syllabus of all Nursing Schools and colleges across Karnataka. However, KSNC surrendered thereafter and patched up with INC. Now all syllabus in a;; nursing colleges and nursing schools across Karnataka are recognized by INC. So you dont have to worry about it. West Bengal Nursing Council will do your Reciprocal Registration, provided you got minimum 40 marks or more in all your yearly exams.

    1. Who told you - your college does not have INC recognized syllabus. I believe Karnataka Education Department and INC had a patch up formula and continued to recognize KSNC syllabus. Your college principal can give more details on this topic.

To go abroad you need not take the permission of INC. As per the order of High Court, Karnataka, KSNC is an independent Autonomous body, and their syllabus and exams are as recognized all over the world. So you can directly deal with any Foreign Nursing Councils in the world.

Surprising to note you have Kerala Registration and you worked for 5 years in Karnataka.

    What does it mean ?
    1. Is it you have studied nursing in Kerala and registered in Kerala Nursing Council ?

    2. When you worked for 5 years in Karnataka, have not you registered in Karnataka Nursing Council ? Without registration in Karnataka Nursing Council how you worked here for so long ?

    3. From your above comments it is crystal clear, you have not registered in KSNC, Bangalore, inspite of that you worked here in Karnataka for 5 years. Till few years back especially Kerala nurses used to work like this anywhere in India and also used to keep multiple registrations from other nursing councils. NOW IT IS AN OFFICE.

    4. If you register now in KSNC, your previous experience wont count by KSNC.
    ==========

    Now tell me following ?
    1. What is your qualification
    2. Where you studied and in which Nursing Council you registered first.
    3. At present your registration is valid or expired ?
    4. To which country you are going to migrate, and which authority is asking for your Still working certificate, and for what process you need it ?
    5. Do they need Still working certificate, or Foreign Verification ?

Apply your mind and inform me, i will give you more specific reply.

    1. Hello Admin.. Even I have the same concern as the above person. I have a Life member validity from KSNC but I had worked for over 5 years(Sept 2012-Nov 2017) in West Bengal in a hospital without being asked for WBNC registration from the employer since the beginning. Although the employer did took many names several times to apply for reciprocal registration on behalf of all the nurses who did not have WBNC registration working in that organization but it never got completed due to some reasons. Now as I have moved to Canada and currently on my process of acquiring Nursing Registration here. However the assessment body(NNAS) here needs a explanation letter from my employer about my past employment without a state registration.
Is there any legal way possible to get back date reciprocal registration from WBNMC?
Have you ever come across such cases . Please provide your input. Thank you

Any nurses can ask any questions, any number of questions, I am glad to reply to anyone 24 x 7.

      1. Your KSNC registration with "Life Member" seal. Unfortunately for you, KSNC cancelled LIFE MEMBERSHIP few years back, and now every such nurses have to renew their registration. To renew their registration you need to work in any hospitals in Karnataka. And obtain still working certificate and submit the same to KSNC for renewal.

      2. Other option was, had you got WBNMC registration, you can simply take NOC from WBNMC and submit it to KSNC for Fresh registration. Sadly it is not possible for you, because you have no WBNMC registration. If your employer seriously attempted for your registration in WBNMC, then he must have the reasons from WBNMC in writing. You can show that letter from WBNMC, and also Experience certificates from your employer to NNAS assessment body.

      3. You are eligible for a Foreign Verification Certificate from your Parent Nursing Council (KSNC), and request them to send it directly to NNAS. There are two-3 articles published in this site pertaining to various types of vrification, you can read it.

      4. No nursing councils in India will issue any registration /or letter with back-dates.

      5. Absolutely, you can obtain an explanation letter from your Employer for what reasons WBNMC registration failed. It can be considered as a valid document for the NNAS assessment body.

      6. Final advise: Compulsorily take Foreign Verification certificate from KSNC and submit

Does this will cancel my karnataka registration?? Is there any issues to go abroad if my parent registration (knmc) is cancelled because of doing other state registration??

    ReplyDelete
  16. First of all understand Karnataka State Nursing Council is called KSNC in short. Some illiterate people call in KNC also. KNMC is the short form for KERALA Nursing & Midwives Council. I think you have confusion here, that is why you are addressing KSNC as KNMC. Tamil Nadu Nursing Council is TNNMC, Telangana Nursing Council is TSNMC, Andhra Nursing Council is APNMC, etc.

I hope you are talking about KSNC and you want to know about it. The state in which you studied nursing and that State's Nursing Council is called as Parent Nursing Council, and it has its value and recognition all over the world, and foreign nursing council will ask you to obtain Verification and Goodstanding from Parent Nursing Council only.

You can register your nursing qualification in any Indian States, or Union Territories, provided that State has its own State Nursing council. However, to register in another State Nursing Council you have to obtain NOC from the Parent Nursing Council. It is called reciprocal registration.

Finally, I want to tell you, all state nursing councils have their own rules for issuing NOC. Mostly INC recognised nursing councils have their own rules. KSNC never recognise INC so they have their own rules. So it is necessary to know, to which State you are migrating or in which state nursing council you want to register. If you want to register in Kerala, go straight to Kerala do your reciprocal registration there online, and request them to obtain NOC from KSNC directly. They will do it. You have to do nothing. After getting NOC from KSNC, KNMC will inform you, and you have to visit KNMC with all your original certificates for verification. Surrender KSNC Regn Certificate in KNMC, they will issue KNMC Registration certificate most probably same day evening.

However, if you want to migrate to Tamil Nadu, you have to apply for NOC on KSNC website, pay Rs 500 fees, and surrender KSNC Registration certificate personally to KSNC. They will send the NOC to your home address within 20 days. After getting the NOC, you can contact TNNMC for reciprocal registration.

Each and every State Nursing Councils have their own set rules. West Bengal Nursing Council and their Government wants their state students should study in colleges situated in their states. But lot of students are going to Karnataka like education hubs, and complete their education and go back to WB and steal government jobs from local candidates studied in West Bengal. To stop this, WB Nursing Council decided to allow Registration in their council only to those students who have got at least 40% marks in each subjects in all exams (1st year/2nd year/3rd year/4th year exams).

Parents of Bengali students studying in Karnataka should not this in future. If any students are getting less than 40% marks, better you go for re-evaluation immediately and obtain more marks.

Your daughter cannot register in West Bengal Nursing Council, however she can register in all other State Nursing Councils in India. Secondly, your daughter can also apply for any Central Government jobs with pass marks

  26. @Seby Fernandes,

The procedure to apply for No Objection Certificate from Karnataka State Nursing Council, you have to apply for NOC thru KSNC Registration Portal (www.ksnc.karanataka.gov.in). Then pay KSNC fees Rs 500 for NOC and take appointment and visit KSNC personally and surrender your KSNC Regn Certificate. They will send the NOC to Goa Nursing Council within 20-25 days. Upon receipt of NOC from KSNC they will inform you thru email. You can contact GNC and do your Reciprocal Registration and collect your Goa Regn Certificate. That was the procedure before Lockdown. However due to Corona spread all over India, KSNC is not allowing other state students in KSNC, that is the reason they disabled booking of appointment thru their registration portal. Moreover, if you are coming from other states, you have to go thru 14 days home quarantine also. So it is not feasible for you to visit KSNC and apply for NOC.

In case you can make it personally to KSNC, the procedure is explained in below article:

Your initial registration is in Kerala Nursing Council and you took NOC from KNMC, TVM and done Reciprocal Registration in Karnataka Nursing Council. And naturally your old KNMC Registration Certificate you surrendered to KNMC, and that is with KNMC only.

So, write a Request letter addressed to The Registrar, KSNC, Bangalore-9, and inform them you want to cancel KSNC Registration. Surrender KSNC Registration Certificate to KSNC along with above Request letter. KSNC will cancel your KSNC Registration, and will affix their Seal and Registrar's signature on the said Request letter (or else issue cancellation letter to you). Take that letter which ever they give and go to Kerala Nursing Council and submit. KNMC will revive your Registration and return your Old Certificate. Please check whether your KNMC registration is expired or not. If expired, you have to renew it.

So you want to transfer your KSNC Registration to ONMC (Odisha Nurses & Midwives Council, HOD Building, Khurda, Bhubaneshwar, ODisha-751001).

Go to ONMC, get a Reciprocal Registration Form for BSc Nursing, fill up the required information, affix one Passport Size Photo, and sign. Go to any SBI Branch, prepare a DD for Rs 2000 in favour of ONMC, payable at Govt. Treasury Branch, Bhubaneshwar. Take 2 photo copies of following certificates: 1. 10th, 12th certificates, BSc All 4 years marks cards, Degree Certificates, plus KSNC Regn Certificates, and Aadhar card, attest it, and also attach Application form duly filled in, DD and submit.

ONMC will write to The Registrar, KSNC for your NOC and they will obtain it. ONMC will issue your ONMC Registration certificate when they receive NOC from KSNC. Contact ONMC for further details, if any: 0674-2393847

      Good luck

If you get job in any hospital without APNMC registration, then go for it even if salary is less. You need to submit KSNC Registration certificate to the Foreign Nursing Council when you reach there. Good Luck

Just visit KNMC, TVM personally and apply for NOC or apply by Speed Post for NOC from KNMC to KSNC. (How to apply for NOC, I have written an article and published under KERALA NURSING COUNCIL, read it and apply accordingly. When NOC is ready, KNMC will send a copy to your to your mail. Take a print out and go to KSNC and submit. They will return your KSNC Regn Certificates. That's all

  32. Good noon sir ,my parent nursing council registration is in KSNC but it has got expired in April 2019. Can I apply for kNMC without an NOC from kSNC or either way can I renew my KSNC as I need a valid license certificate for my registration abroad. Presently am not working.

    ReplyDelete
  33. Your KSNC registration expired means now it is inactive. You can apply for Foreign verification or good standing certificate in KSNC. However, there are other State Nursing Councils in India they wont issue above certificates unless you renew it.

Renewal of your registration is compulsory, and only an active registration can be transferred to another state. So KSNC wont issue your NOC to KNMC, hence you cannot apply for reciprocal registration in KNMC.

Only remedy is to renew KSNC Registration as fast as possible. To renew KSNC registration, you need to work in any hospitals/clinic/nursing home within the state of Karnataka, and you have to obtain Still working certificate and submit the same to KSNC.

      1. You said you are doing BSc Nursing from Karnataka.

ANSWER: You can Register in KSNC, Bangalore ONLY AFTER pass out from the University and all certificates and marks cards are collected from the college. After that you can register in KSNC by personally visiting them. For Registration help please contact us whenever your certificates are ready with you.

      2. You said you dont want to do registration in West Bengal becoz you want to work in other states only.

ANSWER: If your BSC Nursing marks are less than 50% for any subject and in any years, WBNMC will not allow you to register your qualification in their state and you cannot apply for any Government job in your state. However, you can work in West Bengal in private hospitals with KSNC Registration, but they will offer less salaries.

With KSNC Registration certificate you can work in any hospitals in Karnataka. You can apply for any government job in the state and also eligible to apply for Central Government jobs like Military Nursing, Railway Hospitals, AIIMS etc.

Hope I clarified all your queries

  36. Hello sir, I have a very different question than with the rest. I did my GNM from Nagaland which is still under Assam nursing Council as we don't have separate council of our own till now . But Now,I have been getting news that very soon our state(Nagaland) will also have our own council. Then in that case, can you suggest me the usuals steps involve for re-registering in our own council from Assam nursing council

    ReplyDelete
  37. @ Unknown 29 August 2020 at 18:22

It is sad after 56 years of attainment of statehood, Nagaland people have to depend on Assam Nursing Council. On paper there is Nagaland State Nursing Council, managed under Directorate of Health and Family Welfare, Govt of Nagaland. But they have no power like other State Nursing Councils in India.

I have no information yet about Nagaland gets their own State Nursing Council shortly or in near future.

In case Nagaland State is getting their own State Nursing Council, you need not do anything. Assam State Nursing Council will transfer all Nursing Registrations of Nagaland people to new Nursing Council. That can be done easily the same way, Andhra Nursing Council split and transferred the registrations to Telangana Nursing Council based on the location of Nursing Colleges. Students studied in any college located in the state of Nagaland and later registered in Assam Nursing Council will be automatically transferred to Nagaland Nursing Council.

Join any hospital in Karnataka, if not hospital, any clinic or nursing home and start working as a Staff Nurse for few days. Obtain a Still working certificate and approach KSNC for renewal. RENEWAL of your Registration is compulsory then only your Council will issue NOC to other State Nursing Council. Without NOC from your council Other State Nursing Council will not accept your Reciprocal Registration.

  42. Sir, I did my gnm in kerala and post bsc in karnataka. Later I registerd additional qualification in knmc. Now my gnm registration is karnataka and additional qualification is kerala registration. Can i renew my gnm (parent) registration in kerala nursing council or not?

    ReplyDelete
  43. @ Mini1985 september 28 2020 at 5:55 pm

You said your GNM from Kerala
    and your PBBSc from Karnataka.
(Hope you registered PBBSc in KSNC after taking NOC from Kerala for your GNM)

You said, later you registered PBBSc in Kerala. (Hope you took NOC from Karnataka and done Reciprocal Registration for PBBSc. Definitely your Basic qualification GNM is from Kerala, so KNMC allowed you to do Additional qualification)

I understand when you done PBBSc registration in KNMC, they might have revived your GNM also. Because PBBSc is not a stand alone qualification. PBBSc is continuation of GNM. So whever your registration is active - I strongly believe your GNM and PBBSc both are active in KNMC. Please make an enquiry at KNMC. If my calclation is correct, then you can renew your KNMC Registration, both GNM and PBBSc.

If you want me to believe your story, that is, your GNM is active in Karnataka, and PBBSc is active in Kerala, sorry, I wont believe. In any case if it is true, you cannot renew your GNM in KSNC, because it is presumably expired years back.

To renew in KSNC you need to work in any hospitals in Karnataka State, and obtain still working certificate and submit it at the time of renewal. If you are not working in Karnataka, that is impossible

    Anyway good luck.

      1. Go to KNMC and submit handwritten application for CANCELLATION OF KSNC NOC. KNMC will give the acknowledgement, take it to KSNC and submit they will cancell it.

      2. Otherwise contact KSNC and submit a Written application to cancel their NOC sent to KNMC. They will cancel it and give you the acknowledgemnt, just submit the acknowledgement to KNMC.

    1. IF YOU SAY "RECIPROCAL REGISTRATION" OTHERS WONT UNDERSTAND WHAT IS THIS. INSTEAD "YOU SAY TRANSFER OF REGISTRAITON" THE MEANING IS IN THE TITLE ITSELF, SO NURSES CAN UNDERSTAND IT EASILY. SO THAT IS THE DIFFERENCE. BOTH ARE SAME

  53. As per the prevailing conditions, all State Nursing Councils in India (EXCEPT KSNC) and the colleges in their respective states are recognized by INC, New Delhi. KSNC is the only State Nursing Councils in India challenged the supremacy of INC in the High Court of Karnataka and the Supreme Court of India, and KSNC won the cases. In september 2020, INC themselves filed their reply to the Supreme Court and admitted they have no authority to order Nursing Colleges in India to take their recognition. However, most of the states and the schools and colleges in their states have recognized INC syllabuses. Govt jobs in West Bengal are reserved to those nurses who have WBNMC Registration. Nowadays rules are changing and KSNC is issuing NOC to students who migrate to other states, even your registraion is expired.

The main issue here is your registration with Kerala Nursing Council. For that you need not go to Karnataka Nursing Council or take any NOC. Take NOC from Maharashtra Nursing Council to Kerala Nursing Council and register with Kerala Nursing Council. Good luck

Regarding your experience in Punjab, I dont think it has any value because you done the job without a proper Registration in Punjab State Nursing Council. So PNRC is unaware of your records in the state. ADVISE: WHENEVER YOU ARE MIGRATING TO ANY OTHER STATE, FIRST REGISTER IN THAT STATE NURSING COUNCIL, GET NOC FROM PREVIOUS COUNCIL AND SUBMIT. Legitimise one's REGISTERED NURSE REGISTRATION (LICENSE) active in ONE STATE only.

In your case, you can do one thing: Apply for Verification/goodstanding and get it from Rajasthan Nursing Council. Submit Punjab experience certificate to Ahprha and explain them the facts. Good luck

    1. DNC and majority of Nursing Councils in North India, Eastern India and North Eastern States are controlled by INC, Delhi so these states are following INC Rules. For Registration Renewal they insist to get 150 CNE hours etc (Short Nursing Courses and certificates). And DNC is one of them. I dont think you will be able to do Renewal in Delhi Nursing Council.

Your second question is connected with your DNC Renewal. Because DNC will not issue NOC if your Registration is expired. However rules are fast changing in various State Nursing Councils in India, so contact DNC and discuss with your NOC problems. You need NOC from DNC to do WBNMC Registration.

  85. How to get an NOC from up nursing council?

    ReplyDelete
    Replies
    1. You will not get NOC directly from UP Nursing Council. You have to move to other State Nursing Council (where you want to migrate), register there for Reciprocal Registration, pay their fees, and request them to obtain your NOC directly from UP Nursing Council. They will obtain it directly from UP, and inform you when they get it. Surrender your UP Nursing Council Registration Certificate to the new Nursing Council. You will get your New Registration certificate from the new nursing council

I cant believe, you can tell such lies ?
How it be possible you surrendered Kerala Registration Certificate to KSNC ? It cannot be true.

First of all understand, your parent nursing council is Kerala Nursing council (KNMC). If you want to register in Karnataka Nursing Council (KSNC), you have to obtain NOC from KNMC. To get that NOC you have to surrender your KNMC Registration Certificate to Kerala Nursing Council. It means, when you transferred your registration to KSNC, you have submitted just NOC and a mere photo copy of KNMC Registration Certificate. This is the exact procedure.

Secondly, your Nursing License (Registration) is now valid and active in Karnataka Nursing Council. When KNMC issued NOC, your Kerala Registration has been cancelled (more precisely say, it is INACTIVE in Kerala). Only one Active Nursing Registration in India as per the new rules.

Yes you can revive and renew your Kerala Registration, provided you get NOC from Karnataka Nursing Council. For this contact Kerala Nursing Council and make a request.

    1. I cant digest what you said. Kerala Nursing Council collect their Registration Certificate directly from the students, only after that they issue NOC. This is the practice today. If you surrendered Kerala Nursing Council Regn certificate to Karnataka nursing council, then I cannot comment. Yesteryears what you done, and what were the rules then (?) I dont know. So contact Karnataka Nursing Council and get a surrender certificate from them, and submit to Kerala Nursing Council. KNMC after getting the Surrender letter from KSNC will advise you next step

    2. Otherwise contact KNMC and ask them to obtain your NOC directly from Karnataka Nursing Council, to KNMC. They will send the Kerala Regn certificate (if they have still retaining it)

    1. I presume, at this moment you dont have TNNMC Nursing Registration Certificate. You surrendered it to WBNMC when you registered in Kolkata in 2000. So TNNMC wants proof, you surrendered it to WBNMC. You requeset WBNMC for SURRENDER CERTIFICATE, they will issue if they have collected TNMC Regn Certificate from you. You give that letter to Tamil Nadu Nursing Council and do your Good Standing certificate

  103. Why you ask same questions in different comments thread ? Why cant you take less space and express your doubt in one thread ?

Reciprocal Registration means, it is a registration transfer from one state to another. And of course NOC is involved in this process, and it is compulsory from previous council to the new council.
